The Moroccan driving licence enters a new phase in 2025/2026. Modernisation of examinations, regulation of fees, smart technologies and more dissuasive sanctions: the system is evolving to meet a clear objective — to strengthen road safety and improve the quality of driver training.

A more selective theoretical exam
Since 2025, the driving theory test is no longer a mere formality. The question bank has been revised to prioritize real-life traffic situations and risk prevention.
The test is now fully computerized in approved centers.
Success threshold:
- 34/40 for category B
- 40/46 for categories C and D
This reform aims to ensure that each candidate truly masters the rules before gaining access to practical driving.
Smart Drive Test: Towards automated evaluation
One of the major new developments for 2025/2026 is the gradual introduction of examination vehicles equipped with smart sensors.
These systems automatically analyze:
- Safety distances
- Respecting the signs
- Mandatory maneuvers
- Critical errors
The goal is to limit any subjectivity and ensure a fair and standardized rating.
Category AM: a mandatory probationary period
Drivers of mopeds (less than 50cc) must now comply with a two-year probationary period.
During this period:
- Serious offences can result in a fine of 700 to 1,400 DH
- A suspension or withdrawal of the license is possible.
This measure specifically targets young drivers in order to reduce risky behavior.
Further training: from category B to A1 license
Holders of a category B driving licence can drive certain light motorcycles of category A1, provided they complete additional training at an approved driving school.
This provision allows for the expansion of skills while ensuring a secure framework.
Electric scooters and bicycles: stricter regulations
Electric vehicles are now better regulated.
Main obligations:
- Specific training for certain drivers
- Wearing a helmet
- Respect for authorized routes
- Lighting compliant
Offenses can result in fines of 500 to 1,000 DH, or even the immobilization of the vehicle.
Driving licence fees 2025/2026
Prices are now harmonized at the national level:
- 37 DH/hour (theoretical training)
- 75.5 DH/hour (practical training)
- Minimum requirement: 20 hours before taking the exam
Additional fees may apply in case of failure or additional hours.
Stricter sanctions
The Highway Code provides for increased penalties:
First-class offences:
- Not wearing a helmet
- Parking in a reserved lane
- Serious security breaches
Fines: 700 to 1,400 DH
Second-class offences:
- No seatbelt
- Permit expired
Fines: 500 to 1,000 DH
In some cases, the vehicle may be immobilized immediately.
A reform included in the national strategy
These developments are part of the National Road Safety Strategy 2017-2026, which aims to reduce the number of deaths on Moroccan roads by 50%.
The 2025/2026 version of the driving licence aims to be more rigorous, more technological and more focused on empowering drivers.
